To withstand the rigours of the corrugating process
A corrugating medium is pressed into a wave-like shape, this process puts stresses on the paper, so a fluting paper needs high surface strength. The fluting comprises a series of connecting arches and is capable of holding heavy weights in use.

Liners and Fluting
For optimal strength
Corrugated board is made from a combination of flat sheets of paper (called liners) glued to crenulated corrugated inner (called fluting). These layers are glued together in a way that gives the overall board a better strength than each individual part.
